This step must be done at the time of your Blackberry without a sim card and you must first turn off the Wireless Radio
- Go to the Settings menu

- Access Advanced Options
- Select Sim Card
- Press the ALT key while typing MEPE
- Will appear "Enter Network MEP Code" input code
- Press trackbal to the confirmation process
